Those sites have some printable Red Hat Society scrapbook items. If you have a color printer, you can print them right from your own home.
I couldn’t find any websites that had examples of Red Hat Society scrapbook pages, but there are lots of sites with scrapbook pages layout ideas. I would think any of those ideas could be adapted for what you need. Here are some links:

As for where to buy their licensed products at a great price, you might try a store like Joann’s or Michael’s. Many scrapbooking stores should have Red Hat themed stickers and embellishments.

All three of these stores have 40% any one item coupons that can be used for anything in store that’s not on sale. Joann’s and Hobby Lobby email the coupons to you. All three of them also have them available in their ads which are usually in the Sunday paper (if there’s a store in your area).
